AS1210-1997 Clause 1.3 defines the application of AS1210-1997 as intended for pressure vessels with a design pressure above the curves given in Figure 1.3.1 and 1.3.2.

These curves are a function of either the internal or external pressure and the inside diameter of the vessel.
